When a member uploads a photo to a group album there is no notification to other group members.

I implemented the change, however, it doesn't seem to consistently work. If you look at the group Wake Forest University you'll see that I added a photo using the username Christine Catalano, however no notification was sent out to any other members.

really sorry, its a bug at version 3.2.1.6 jomsocial cant provide bug fixes for jomsocial 3.2.1.6 because that version ends the bug fixing for 3.2 series (unless some major security flaw is discovered). The next bug fixes will be for version 4.

Our group members keep posting photos and videos for other group members to see, but no notification is sent. This is a very critical function for group members.
I noticed that if group member tags other members (@) the notification still does not send with photo / video upload. Sharing photos and videos with notification is very important in social software.
