We are still having this problem. The file you provided previously was apparently overwritten during the last jomsocial upgrade. We have no way of knowing if the fix was incorporated into the new system.php file. You didn't comment in the fixed file so we can't tell if we should replace it again.

User Opt-out mean that user dont want to get that notification. please asking that user to have a look at they notification settngs.
profile > preferences (at frontend)
and admin can force that settings by reset it from jomsocial backend > configuration > privacy

I 'Reset existing user notification settings.' and made sure Group Albums and Group videos was selected. (Screen shot attached).
However, Group Album and Group Video still says 'User Opt-Out' under Jomsocial / Monitor / Mail Queue when I share a photo or video in a group. (Screen shot attached).
Users say they want Group video and Group photos.

after click reset, you need to wait until this message appear:
All existing users notification settings were reset.
after that user need to wait for new notification. previous notifications will not effected with "reset"
