I'm not sure if I fully understood your request. I presume that you want to UPGRADE JomSocial installed on your site to latest version.
Upgrade do not touch user data so nothing needs to be transferred.
Also you need to downlaod and install upgrade on your own - this is very simple step. Just install downloaded version "on top" of your existing one using Joomla! installer (default way to install anything in Joomla!). Of coursed o not forget to have a backup copy.
It seems that your current account do not own JomSocial license.
Please, make sure that you're using account that has valid license... or if you sue nulled version - consider to purchase a legal copy with license.
