i noticed the edit page is kind of confusing for the newbie. It needs at least to be more clear about the "tabbed" division, i mean that:

It's not as easy as it seems. Those links are "closed" in diva that creates a panel. Now you want that some element goes out that panel. So it will need or absolute positioning or negative margin... it requires a deeper thought.
As for design customization you are on your own... unless you request a design feature and request is accepted.

at least i think it would be better move the page title ("Modifica profilo" in screenshot) below the first menu (the menu with change avatar, edit profile..)
All changes in this part will require core files to hack... and as you know we don't provide nor support hacks like that.
Use FireBug to find element class and text search to check in what file it's declared...
