The country list for Jomsocial 3.0.5.1 is in the file en-GB.com_community.country.ini or in my case I translated it for the german language into a new file: de-DE.com_community.country.ini.
If you re-order this file you will get no changes in the list at all. The country list ordering is done by countries.xml file located in /components/com_community/libraries/fields/ directory.
You may would like to put your favorite country at the top of the list, or you may translate the country list ( en-GB.com_community.country.ini ) into another language - > in this case your country list will stay in the english alphabetical order.
