If you can upload Joomla to your hosting and access the backend administration panel, you can install JomSocial and any other components required.

Thank you guys, but the problem is: with this condition, is ok to buy a hosting plan for 1 year? Because if JomSocial can not run smooth with this limitation then is not good idea to pay for this service.

Even if you're on a shared hosting solutions they should still permit a limited range of php configuration modifications, especially event timings and cron jobs. You could ask your hosting company to increase the value if you have no direct access.
