This is not true, the module is designed to also show the navigation menu . The attached image proves.

I do not think there is a need to change template structure, the problem seems to be only in JSToolbar.
Sinisa Krisan has already replied previously, that this is not a bug in JSToolbar, but I think he has not looked at it in all respects, (like the latter I've tasted).
