I added site details to first post.
Yes i added this:
COM_COMMUNITY_GROUPS_PUBLISHED_MAIL_SUBJECT="Creation of {group} group has been approved."
COM_COMMUNITY_EVENTS_PUBLISHED_MAIL_SUBJECT="Creation of {event} event has been approved."
to cs-CZ.com_community in my language cs-CZ
but still nothing.

The is not using multilanguage on the frontend, it is loading the files from EN language that were not manually added in cz folder and translated.
Open language manager > Override > and override it as in my screenshot: prntscr.com/ieilvt
save and check.
Currently, there is no pending email in the list to test.
