By default whole JomSocial toolbar is displayed for logged in users.
So there should be no problem with it display.
I'm guessing that you refer to menu items in other menu.
You just need to sec access level for that certain menu item.

For example, the screen below shows the Edit Menu Item screen with the list of available access levels.
Check printscreen under that text.
