ISSUE SUMMARY:
Question if the language se-SV has to be in the folder of Socialize so Everything are being the same language? No it is a Little bit Swedish and a Little bit English.

It's because Socialize comes in English by default and some constants are used from Joomla! which - in your case - is translated to Swedish.
You need to place translated file here:
ROOT/language/se-SV/se-SV.tpl_socialize.ini
- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.

I don't seem to have that when i follow your instructions. I just see that I have the translated file in language and Socialize template. What have I done wrong or missed?
Sure you don't have that as I said: Socialize come with English language. If you want to do a translation:
1. Need to rename file to se-SV.tpl_socialize.ini
2. Copy it to: ROOT/language/se-SV/
3. Translate it properly to Swedish
