For module title/heading (e.g., Photos, Events), if I want it to be multilingual, do I need to setup separate modules for different languages or I should do it through the language override/ini files like those in the menu?

You can try to use the same method for Jomsocial toolbar here documentation.jomsocial.com/wiki/Translate_Toolbar , I am sure it will work as well.

I see, so that is not possible, I suggest you post to Joomla forum for this one.. since this issue related with joomla core code.
