as you can see at the screenshot:
1. goto menus - menus manager (click)
2. main menu (click)
3. select menu item
4. at detail page, right section there is a ordering. select the value
5. save it

Can I remove the sv-SE language and reinstall? I saw I didn't had set the right permissions and therfor could not install it the right way via extension.

for sv-SE language I suggest "reinstall" by using FTP. upload with replace existing files at your sever.
but you must check again before upload it. make sure the translation is valid.
