Removing that pop up window would mean that you would need to remove the entire friends system from Jomsocial. That popup window is called all thoughout Jomsocial. This is major work and not covered by our support staff

You can remove the add friend menu button that appears on the page that you are clicking to make the window pop up, but there are references to the friend system everywhere.

If this is not what you are wanting to do you will need to explain in more details your intentions as i am not sure i completly understand the request
