Hello. I need all user to be able to create announcements in all groups they joined. How can I configure it for all groups at a time?

Please go to back-end>components>jomsocial>groups>groups settings and set "Enable Group Announcements " to yes.

This option is enabled but users can't create annoumncements (only Superuser).

Yes, members of group can't post annoucments, only super users and admins of this specific group can do it, it's made like this by design.
