You can put the external link to the URL field.

That depends on how did you setup SEO Settings in Joomla. When creating content it is tricky to do that, since url depends on title alias among other things. Best way is to create content, but not publish it. Than open unpublished content in front end, copy url, edit url in unpublished content.

Please provide me the article name, and what do you want to do with it, just explain clearly.. I will help you to give the sample, because on link to the same page you need to use anchor # and id on the <a tag
