How would I give the person access to my site, and what type of Access level should I give them without giving them access to my entire site?

You can set the ACL for this, I suggest set as "Manager", if you wanna know more information regarding ACL on Joomla, you need post this into Joomla Forum.

ACL is Access Control Level, that is core system from Joomla, please you check this to how to use it

Also I dont know you mean User Access for your Joomla backend or maybe from your file server ?

I suggest you use "Manager" for him...

Usually for a developer, they wanna full access for developing your site, so I also suggest you to create the terms and rules with him... for making sure he doesnt break your site
