ISSUE SUMMARY:
When viewing my website on mobile, I tap the login button on the menu bar and now a white menu pops up that says "Login" on it (but the text is not clickable). It was working before... not sure what has changed. I just updated to the latest template version, still no change.

For fixing this you need download, extract and copy my attachement to this folder attahment to folder modules/mod_community_toolbar/tmpl/

It says "server problem"... can't download the file

Downloaded the file and replaced the old file. Now I see the Login and Sign Up buttons. However, when I tap on Login, the screen dims and even though the login popup appears, nothing works... cannot type in a field, cannot even close the popup

I just checked it, and I able to login and close the popup.. Im using chrome mobile device.

It works in safari and chrome on ios (it also worked prior to updating the file you provided)... The problem is when you save the site to your home screen, then tap on the icon from the homescreen. (notice the image- there is no browser address bar).

It seems caused by cache, which your icon still takes the offline sourcecode.. as you can see everything is fine on all mobile device, regarding "icon homescreen" that is different issue, and not socialize issue.
