Move notifications bar to the right, instead of left.

ISSUE SUMMARY: The notifications bar is currently on the left near our logo. How do we move it to the right, near the avatar? I'm using Socialize template.

unzip and put it at:
/templates/socialize/html/mod_community_toolbar/
create that location under socialize template if not exist yet
