I have what I hope is a good question this time. I suspect the answer to my first question is yes, based on what I have seen in the menu's associated with setting up my JomSocial Socialize layout.
Q1: I would like to create a Socialize layout with zones as I would like them to be displayed, but don't want this new layout to be on any of the current pages on my website,

Q2: If I can create a secondary socialize layout, can I only set certain pages to use that template without affecting the rest of my site.
I am asking this as I want to design a page that looks like the attached image. This new page will be for a new feature I want to add to my website. If I can do all of this, please send me a link to all the necessary instructions on how to do all of this please.

So I don't know what you want to actually achieve.
But yes, you may duplicate template with changed layout and assign it to menu items just like any other template.
- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.
