It's because you've set that only friends could write on other user profiles.
I disabled that settings and post box appeared on every profile you view.
Setting is here: Backend -> Components -> JomSocial -> Configuration -> Site -> Walls -> Only Friends can Write on Profile.

It seems that issue is indeed caused by Socialize template... exactly by toolbar module... we investigate it further with template developer. I'll update thread when we'll come to any conclusion.

This issue is caused by jQuery. You load it on your site two times. Just enable jQuery load in JomSocial toolbar module.
you say already "You load it on your site two times"
And solution is enable again jQuery ? :)
By the way I have tried this solution and result is same. Post box not visible for "super user"
