I've upgraded my Development Site to the latest version of JS (actually I've imported all data from my live site to test site using sql import from phpmyadmin) but I've some issues with global notification and the popup window. The icons shows a number but when I click on it, the window shows blank. Please, see the attached files.
The development site you have listed is full of errors in many areas. It appears that the copy or install has not completed correctly. I would recomend uninstalling jomsocial and socialize and re installing. When they are a clean install then we could look at this issue. This is a site specific issue as it is not a reported bug and cannot be replicated on out test sites
