Yes, that's correct, both lines are connected and display the same position names.
I tested on my site and I was able to change names (taken from select list).
There is nothing to fix here as this is by design.
Without access to your site I can't say if your template is broken.

if I publish a module in a prime position appears twice, once at the top and bottom. :(
Yes, that is correct and this is by design.
If you want to change this behavior, you'll have to hack template core files.
Core hacks are not recommended nor supported as they may not working with future releases and/or cause issues that will be not supported. Users with core files hack refuse to upgrade their installation to keep those hacks and they are stuck with outdated and unsupported versions.
