Our server error log is showing entries such as:
File does not exist: ... joomla/templates/socialize/tipsy-0.1.7

I don't know what that file does but it doesn't exist within that "socialize" directory.

What is "tipsy" and am I missing?

I can not replicate the issue at your site (searching in the given link at test/development site)
and the tooltip library is not included with "socialize template"

As per my first message, those errors are being shown in our server (i.e. Apache) error_log such as:

[Sat Jun 28 00:33:36 2014] [error] [client 69.64.173.134] File does not exist: /home/www/html/subs/joomla/templates/socialize/tipsy-0.1.7, .7, referer: http://www.[our-domain].com/community

In our general server access_log we show apache 404 errors such as these:

If I scan the JomSocial forums I see other references to the term "tipsy". So I assumed that those must be valid requests by the Socialize template looking for a tipsy.gif file that doesn't exist.

FYI, if I look at the directory structure and go to ./templates/socialize there is no directory named "tipsy-0.1.7."

However, if I scan my Joomla directories for "tipsy" I find the following:

./components/com_community/templates/default/images/tipsy.gif
./components/com_community/assets/tipsy-0.1.7
./components/com_community/assets/tipsy-0.1.7/src/stylesheets/tipsy.css
./components/com_community/assets/tipsy-0.1.7/src/images/tipsy.gif

That suggests to me that we are supposed to have tipsy.gif files but that Socialize may be looking for them in the wrong location.

The tipsy issue is fixed and coming with our latest socialize package 1.2.8
Once it is released then re install all on existing one.
