Also they are displayed on Dashboard (backend, lower right corner) of your JomSocial.
If you have iJoomla Installer in your system it will also show you latest version available to install.

so the new release of socialize didnt come out, there isnt a approx date?

The latest version of socialize (1.2.8) is released but the news is not yet come out.
Please download the latest version from download section and reinstall it.
After having installed please clear the site and browser cache and and enjoy the new tooltip.

very sorry i'm reopening this thread again:
the tooltip is gone, i don't know why. could someone tell me what am i forgetting?
i noticed if i edit mod_community_toolbar/tmpl/default.php with some string i don't see the edits in frontend.
something is going wrong..
