Yeah, that's what I am saying.
Actually according to our design plan for socialize template there will not be js toolbar at main content area.
The notification and login will serve at top toolbar and other menu can be assigned at main menu.

I now consider the item closed. I have built the menu system on my site so that the JomSocial menu bar is not needed. I think it would be useful in the future if the standard JomSocial menu bar could be used in conjunction with the Socialize template but it's no longer essential for my site.
