When I try to submit new Menu Item I see:

Issue Page specific issue page

Publications list for all publications

Just go to menus, click on New, then on Publisher and see the list, you can create menuitme to Publication.

This Menu Item is Publish all of Publications.

I need to publish only specific Publication

I see.
The Pablication is set in options.
