1) I just installed Publisher but it is extremely slow to load. I'm guessing that is because it is loading all of our 600,000+ articles which are 99% JReviews articles.
- If that is the problem, is there a way to avoid loading all of those?
2) In our case, we don't intend to use *any* of those articles for Publisher. Any articles that we would need would be outside of the JReviews categories.
- Is it possible instead to define different categories to load such as a "Publisher" or "News" category only?

Oh... you have so many articles. Publisher tries to load them all... when I tried to access content section of Publisher I encountered error:
Fatal error: Allowed memory size of 1585446912 bytes exhausted (tried to allocate 80 bytes) in /home/www/html/subs/joomla/libraries/joomla/database/driver/mysql.php on line 425
Memory was exhausted tried to load all articles. And there is no setting to load articles from selected category. Articles are loaded from com_content...
I'll ask Publisher developers for advice. So I mark this thread as Pending Support.

I saw the issue and indeed is because of the big amount of data that needs to be processed when publisher is sync with joomla content. You said that you have a lot of articles in some category and you don't need them under publisher, but I am looking in Category manager under Joomla and they are a lot:

can you please tell me which categories from list are needed in Publisher? or if is easier which are not needed? from the above list? then I will try to limit the query and I hope that publisher area will become faster.

Frankly, none of the current articles on our site would be published. So I just now created a single new category named "Publications" that I can put articles to be published.

I added a condition in code and only that category will be loaded.
I did some custom changes in the following files:
1. /administrator/components/com_publisher/models/articles.php
2. /administrator/components/com_publisher/helpers/amcharts/daily_chart.php
3. /administrator/components/com_publisher/views/publisher/view.html.php
is good to have a backup of them.
