You just do not have user with ID 959 - your site has only one user :)
It seems that some content (article?) was created by user with ID and thei user was removed. In that case user is still set as article author.
You need to identify that source and just change author.
- Instead of saying: 'it's not working', explain the problem in detail.
- Screenshots with the URL visible in them and the problem marked are more than welcome.
- Tell us how to replicate the problem, we can't fix it if we can't find it.
- Make sure that your site/server meets JomSocial System Requirements
- Make sure to setup JomSocial Cron Job
- Always provide us with access details to the backend and ftp. We need it to debug problems.
- If you have a similar problem, but a solution you found isn't working, open a new thread instead of 'merging' with an existing one.
- Use the "Thank You" feature on any post that helped you
I'm able to add new members and verify their email now. But when I go to the site Home page, I get the error "Warning
JUser: :_load: Unable to load user with ID: 959".
Also, I keep getting a non-stop stream of fake users being added to the site. Is there some way of stopping that?

To prevent fake users registration enable noCaptcha in JomSocial configuration:
Backend -> Component s-> JomSocial -> Configuration -> Registration.
Also make sure that you enabled and configured JomSocial Redirect plugin to override Joomla! registration.
If that won't help - you'll need to use some IP blocking extension for Joomla!
