I did some tests. It seems that user is able to create groups unless he's added to Event Manager profile
Was it created BEFORE ACL was implemented in JS?
Please, try to recreate profile - create it again and assign to new group - just like I did with Test user group.

Yes, event manager was created before ACL was implemented in JS.
So I need delet all event manager profiles and create new?? That not so much cool.
And other profiles cant respect ACL too? So I need delete all profiles?

Previously profiles had own settings regarding event and group creation.
After implementing ACL they should be ignored... but it seems they are not.
Please, edit your first post and provide access to PHPmyAdmin. I'll check if this could be fixed straight in db without recreating profile types.

I restored default values in column create_groups (from 0 to 1) in _community_profiles table.
Now profiles will follow ACL.
Test group can't create groups while Event manager can :)
