I would like to change the default email notifications for all new users so they no longer get emails for every activity. The default seems to be to send emails for everything but individual users can change it on their profile. How can I change the default preferences for email notifications for all new users ?

Please go to Jomsocial backend->Configuration->Privacy, you can see options the default user notifiactions there.
