Redundant global notifications when an message is sent?

ISSUE SUMMARY:
Site users complain that they have to go and clear notifications when they receive a message. They say that the envelope icon should a sufficient notification and that the second global notification is pointless is an extra un-nneeded step to go and clear it.
So I wonder how can I stop a message being flagged in the global icon and only flagged in the envelope icon?

Hi,

please goto jomsocial backend > configuration > privacy, uncheck "Notification" for New Private Messages > click Save
aftar saved, scroll to bottom and click "Reset existing user's notification settings."

nope... envelope not counted at notification, but unread message.
