I have an even more vexing problem though.
I have googled until my brain froze. I am in need of help.
I start registering on the front end of the site as a client would at
www.clcorhmiami.org/2016/index.php/inter...ocial-media/register
I keep getting stuck on this page:

with nothing showing... just a blank white screen
I would then reload the page only to start over the account creation process .
So I basically cant register an account or create a user from the frontend.
I then logged into Control Panel as a Super User.
I created a user and added him to the Registered group.
Checked to make sure the was active and enabled.
I then tried to login front the frontend with this user's credentials and
was sent to
www.clcorhmiami.org/2016/index.php/inter...social-media/profile
where I noted the following error massage at the top of the page
Notice
Login failed
You do not have permission to view this resource. Please contact the Site Administrator.
I am out of things to try.
Any guidance from you would be a joyful moment for me right now.
Please advise.

I edited my php.ini to show the details of the error on the page mentioned in my previous posts.

Regarding your issue seems your joomla installation already broken, you need to re-install it.. would you mind provide me backend and FTP access? I will check this, please edit the firs post and provide the private info there

Thanks for your help.
Once you commented out that line of code I was finally able to register.
I got the notification emails.
I then confirmed and activated my account.
I then tried to log in to the site as that registered user and got the following error message:
Warning
You can't access the private section of this site.
I do see my avatar on the sign in page but I can't get pass sing in.
I get that error message so I don't get redirected to Profile page as expected.
Please see screenshot attached.
The logo image is the avatar I mentioned above.

I guess that is fine now.
I am still not getting any joy from the cronJob.
I follwed your video in the documentation page and setup the following command to run for once every 5 minutes of every day:
lynx -source "
www.clcorhmiami.org/2016/index.php?optio..._community&task=cron
" > /dev/null
But I still end up getting the following notification in my JomSocial Admin panel about unsent mail:
