i updated to 4.2.1
for comment on photo or stream post or etc, just members can comment on friends stream .
Today I saw , members can not comment on stream post
i tested on demo jomsocial, this is a problem
if Only Friends can Comment on Photos --> ON
if Everyone can comment. --> OFF
i can not and my firend can not comment on my stream post and my stream photo (for commenting on photo , should click on photo and open photo until can comment on photo)

because you set Everyone can comment -> off
Everyone can comment is for global. simple say "Everyone can comment" as a parent for "Only Friends can Comment on Photos", etc...

sorry, I correction my words:
everyone can comments -> off. mean only friends can put comments at stream activities

and for:
Only Friends can Comment on Videos -> on
Only Friends can Comment on Photos -> on
mean when user view other user video or photo, only friends can put comments on that video or photo page (not related with stream)

no problem, and if set to on, just friends can comment, no problem and good working
but for stream :
please follow step by step :
1-everyone can comments -> off
2- login with another user (no super user), post new stream
3- you can not comment on your stream
4- your firends can not comment on your stream
5- if your firend posted new stream, you can not comment on your firend post stream
Result : if everyone can comments -> off , should just firends can comment on stream but nobody can not comment on stream, even you or even firend
