I have some additional information. It appears this issue may be related to something in JomSocial's code, as it only began have this issue after this last update.
I found this article with someone experiencing the same error. Could it be that JomSocial needed to delete a User Avatar at S3, to migrate it back to the Local Server, and due to the following issue could not?

I have included an IP address in the original post that will enable you to bypass CloudFlare and access the system directly. As for FTP, please take note of the port number and the home directory location in the Misc Information section.

As to your issue, there is nothing that would prevent your changes from occurring immediately. However, you may have been accessing the site through the domain and not the IP address, thus CloudFlare may have been serving a cached version of the site. I have added a page rule to CloudFlare to by-pass all caching for the time being. Please check again.
