ISSUE SUMMARY:
Registration stops at avatar upload

Note: all menu items related to "photos" are set to public. But, makes no difference.
Switched back to 4.1.6 now.

STEPS TO REPLICATE:
1 Register new user
2 New user uploads avatar
3 Step doesn't resume, next page not available, user can only skip

at my test site, there is no issue with it. I cant replicate it.
I need to inspect directly at your site. can you make test site under subdomain (dev.yoursitedomain.eu)

or upgrade your site to 4.1.7, backup it by using Akeeba backup, put backup file under /images/ folder, so I can download it.
after backup file created, you can revert back to 4.1.6 again.
