If a new user attempts to upload an avatar image file during new registration, the process stops and goes no further. If they click on the 'Skip' button they can then complete the registration. However, they must then go to edit profile after logging in and then can proceed with uploading their avatar.

So your supported domain should be brpbs.bojames.com not just bojames.com. Or this is your dev site?
If it's your live site then please, before we could go any further, post a supported domain change here:

My problem has gone from bad... to worse!
Now I can't register a new user at all. I can not get past the username and password. Clicking on the 'next' button does nothing. After some time, if you click several times on the 'next' button again, a "thank your for registering" email is generated, - with the message that includes the username and password and that another confirmation email will be sent once the registration process is completed.
The registration process never completes!
When you look in backend user manager, - no new user is there.
The menu 'jomsocial toolbar' that you referred to is not published, and setting the 'photos' item to 'public' makes no difference.

about avatar upload, there is a bug at 4.1.7. please wait for the fix.
and about cant submit to next step. I spotted jQuery issue, but its fine now. I turned off jQuery loaded from Ad Agency settings (backend)

here the avatar fix:
Replacing the photos.php file (/components/com_community/helpers/access/photos.php) fixed the avatar upload problem, - and disabling "jQuery loading in frontend" setting in 'Ad Agency Pro' (settings/general) fixed the problem of inability to register new users.
