RESULT The green "Next" button at the bottom of the screen is displayed before the "I have read and agree to the Terms and Condition" message
EXPECTED RESULT Will like the green "Next" to be displayed after the "I have read and agree to the Terms and Condition" message

Yes, you can.

Copy this file:

ROOT/components/com_community/templates/jomsocial/layouts/register/base.php

to:

ROOT/templates/your-template/html/com_community/layouts/register (if you don't have those folders - feel free to create them)

You'll find next button in line 78. Just move checkbox code above it but still inside <div class="joms-form__group"> under <span></span>.
