I cant figure out how to let guests see a users profile. It keeps saying that you should login to see a profile.

STEPS TO REPLICATE:
1 go to rsdev.cloudaccess.host/community.html and click a username

you need to set jomsocial entry menu as public access and you need to set jomsocial toolbar menu items as public access too.
please check it at joomla menu manager.

if you still cant find it. please edit your first post at this topic and provide me super user access detail at site info form.

please check it. if turn off joomla SEF and URL rewriting, you can see itemID number on that URL profile.
the itemID is 1639, the menu with thatID is "Edit Profile" at account menu type.

after I set that menu item access level to public, now profile page viewable for guest users.
