ISSUE SUMMARY:
I am new in customization of JomSocial, so I just need to find a way to build repeatable group of attributes, for example, speaking language. IN such a group one might have 2 fields - speaking language and level of the language.

Is there any way to achieve such a thing with out of the box functionality?

Repeatable means when you can add several instances with values for a specific attribute. For example, we can add into profile an attribute "language", meaning on which languages a member can communicate.
If the attribute has a listbox with all possible languages to choose, you might need to provide more than a listbox for the case when someone can communicate on two or more languages. It is possible to have attributes such as 1 - 6 possible language I can communicate but more correct way is to have "repeatable" attribute, which allows to set more than 1 value if it is required. Technically, it means new the attribute value, you can find + as a sign or icon, clicking on which you get one more field to enter another value. Usually, you might have a minus icon near those values which were entered already as a part of attribute editing feature.
Sometimes, it is useful to have a group as a repeatable group...

For DB it means you can store more than a value for a selected attribute and selected object...
