this is not a panel. It's Joomla! notification area.
It display position depends on template - not JomSocial.
On printscreen you want to move it under component area... so it will be NOT visible as it will be (in a fact) at page bottom... under main content). Or you want it moved into main content area... what also can't be done as this is component area and implementing there something require component layout hacking... also I'm not sure if this will work as this is similar placeholder as module positions.

So summing things up:

- this is NOT JomSocial part
- it belongs to template
- moving it around is not supported by us
- moving it to unexpected place will make it invisible for users ;)
