When new members sign up with FB, they skip the section to fill out required profile fields. How can this be addressed?

For this solution you can install the 3rd party, so after users login they should fill the required fields first

I am not sure its still working on the latest jomsocial version or not, but you can ask to the developer first.

why wouldn't this be built in functionality if Facebook login is offered?

we have plan it on version 4.2, we will create own profile completeness plugin / module
