When i create a menu in both languages Arabic + English the problem seen and the problem is the menus are duplicated in both language

for jomsocial toolbar language you cannot using joomla way, you must put language string as menu name and create language overrides for it.

I cannot find any jomsocial at your site. seem the site info that you provided is wrong.
please edit your first post at this topic. and put credentials information at site info form.

before it please try to make language overrides at joomla backend > extensions > languages, overrides, click New
and search for untranslated text, and create new one.
