I check my site with cPanel and I not have limitation on IP (screenshot), also I chaco my site on my smartphone on 3G and the site is ok (screenshot). You can try with other pc or IP?

Very weird, I already tried by using another PC and mobile browser as well, and the result still same error 403

I will re-assigned to another support team, I think he can access your site.

that because you site having double entry for jomsocial profile:
ENTRA at [noneSocial] login menu
and
Profile under Jomscoial menu

please remove ENTRA, that menu item having Guest as access level.
