ISSUE SUMMARY:

If you request to join a group
- the group admin does not get an email notification (does not show in mail queue either)
- the group admin does get a notification in global notifications, but the link in the notification does not work - it is not a hyperlink (see screenshot)

STEPS TO REPLICATE:
1 User X requests to join Group
2 user Y checks for notifications

EXPECTED RESULT Expect email notification and for link in site notification to work
