There are 4 tabs on the profile page: Stream, Empty, Profile Pro, Reviews of me
www.gradtutors.com/profile/weifeng

I would like to achieve the following:
1) Make Profile Pro the 1st tab
2) remove the second empty tab
3) Rename "profile pro" to "profile" and "reviews of me" to something else.

Tabs are loaded dynamically and and first two tabs are default tabs. The rest are just plugins.
Try to reorder your plugins.
Second tibe could be hidden with css:

.joms-middlezone .joms-tab__bar a:nth-child(2) {
display: none;
}

I have updated some of the issues.

However, I still cant bring the 3rd party app tabs to the first place.

Now the 1st tab is still stream. How can I move it to 2nd? I dun think there's option to do it at plugin manager.

You simply CAN'T move stream from first position as all those tabs are loaded with variable: $content that is an array.
Changing this will require core files to hack.

Core hacks are not recommended nor supported as they may not working with future JomSocial releases and/or cause issues that will be not supported. Users with core files hack refuse to upgrade their installation to keep those hacks and they are stuck with outdated and unsupported versions.
