Is it intentional (from the back end) to only have Super Users the capability to view profile fields set to 'Admin Only'? I'd like users in the Joomla Administrators group have this ability. Makes for better access control as well.
No, this option could be set only in backend by users who have access to it. Users can't set this in frontent as this is su setting. Users can set only privacy for community - other members.

I ask for the back end only. I want SU and Administrator (Joomla ACL groups) to view Jomsocial 'Admin Only' profile fields. It appears SU is the only group that can view it. Is this intentional?
Yes, this is by design as JomSocial currently doesn't support Joomla! ACL. This feature will be implemented in version 4.3.
