Friend request emails all being blocked

ISSUE SUMMARY:

Friend request email notifications are all being blocked in mail queue. Notification shows up in users notifications module.
I have reset all privacy settings to allow public, and logged in to be sure profile settings for privacy were also public.


STEPS TO REPLICATE:
1. Use add friend link to request a user to be your friend
2. Login to admin and you will see that immediately the email has been blocked
3 Login as user friend request was sent to and the request shows up in notifications

RESULT: All friend request email notifications are blocked no matter what the privacy settings are
