I am having the same problem. When you choose to register a new user to JomSocial, you click on the TOP bar <Create and Account> On the next step you can choose a category which I have set up but then on the #3 step - following page:

you receive this page with no style (CSS) (see attached) and the following error message

Fatal error: Call to undefined function mb_substr() in /home/c053014e/public_html/components/com_community/libraries/fields/date.php on line 182

I saw the post to upgrade so I upgraded and double checked all the config requirements but now I'm still getting the same problem. Only one weird thing is that if I choose Vendor for the category then I do get a #4 step page which has nothing filled in. There's just something fundamentally wrong that I've got set up here - I appreciate your help.

You need install Mb string library, please you contact your hosting provider for this one.
