You can upgrade jomsocial with both way either with iJoomla Installer or simple download the package from official site download section and reinstall it.

It doesn't appear to be working. 3 bars are moving - but nothing happens. You can register for the site and recreate the issue. Is 3.2 working?

It should work but don't know why it is not working at you site.
It seems some another thirdparty extension may conflict with.
In that case I would suggest you to clone the whole site and place with any sub folder or sub domain
so that we can check back and forth.
