Hi
Chat option is in Jomsocial 4.5
Please install Jomsocial and inbox will work as chat.
If you want to use chat bar this option is in the 4.5.1 beta 2 version and enable chat plugin from plugin manager, you can test this on localhost first,
as beta version not recommended for live sites.
